On the contrary, Mba is not the most senior officer. There are officers who joined the force before him and are ahead of him by year of entry. There are also senior Yoruba and other ethnic officers at the DIG rank who are senior to Mba.
As is customary in the police force, all DIGs are proceeding on compulsory retirement following the appointment of the new IGP.

The rapid promotion of Mba was not solely based on merit.
His advancement from Senior Cadet was influenced significantly by the principle of federal character. You may verify these facts before questioning my position.

Mba joined the police force with an O-level school certificate, while Olatunji Disu entered as a university graduate. Both officers excelled in their respective fields. Initially, Olatunji Disu held a rank senior to Mba. However, Mba benefited from the federal character principle at the senior ranks, which allowed him to receive sequential promotions over Olatunji Disu and several other senior officers.
Many of Mba’s peers are still at the ACP to Commissioner levels, highlighting how unique his career progression has been. 

In conclusion, since the era of President Obasanjo, promotions to the position of IGP have largely been influenced by political considerations. This trend played out in the appointment of Balogun as IGP and continues today. Typically, AIGs are chosen to replace outgoing IGPs, while DIGs often proceed on compulsory retirement.
